Flags and prioritizes; it does not schedule the move. Example input: "MSCU1234567 discharged 06-26, last_free_day 06-30, status at_terminal, demurrage_rate 175/day. TCLU7654321 picked up 06-27, empty_due 06-30, status out, detention_rate 120/day. HLBU2223334 last_free_day 07-05, at_terminal." Example output: strict JSON with as_of, alerts[] (container, clock, days_until_charge, est_daily_charge_usd, action, priority), watch[], critical_count, and a summary.
